Its a fact that eventually every single skin plastic oil tank will split or leak if it a metal tank oil tank and starts dripping or leaking its content, unfortunately you can not repair steel or plastic tanks the majority of tanks installed in 1990 - 2000 are single skin oil tanks and are now developing splits due to the sun beaming down on to the tank and making them flex plus the fact that a lot of tank are not install as to the makers  instructions all plastic skin   tanks should be  fully supported also single skin tank are very prone to condensation which leads to a build up of water in the tank which if it get as high as the outlet around 80 lts depending on the tank size it will be drawn in to the oil pump and will stop the boiler from running and will cost a new oil pump plus some times a new fan motor  around ?400 depending on the boiler and also in the colder months it will freeze which means a new oil line plus the spill of oil lost plus the clean up cost.

Draining a Split Tank.

Water in your oil tank ? 

Water in home heating oil tanks can cause all manner of problems in your boiler and oil cookers such as agas.

The most common way for water to enter is by a cracked cap it or damaged vents this allows the rain water to enter the tank and it will then drop to the bottom of the tank and be sucked in to the boiler or aga thus causing the nozzle to clog
 
Extremely  cold  winter  weather can cause it to freeze and stop the oil flow to the boiler and can also freeze in the oil line causing it to split and spilling you oil
